Service Contract Labor Standards (SCLS)

This position is covered by the Service Contract Labor Standards (SCLS) and is classified as 01020 – Administrative Assistant.

Base wages and Health & Welfare (H&W), holiday, and vacation benefits will meet or exceed the requirements of the current U.S. Department of Labor Wage Determination applicable to this position and work location. Compensation and applicable SCLS benefits are subject to the governing Wage Determination and may be adjusted in accordance with Department of Labor or contract updates.

 

Position Overview

MORA Consultants, LLC is seeking a qualified Administrative Assistant to provide administrative, office-management, personnel-records, and organizational support to designated military staff and Command personnel at the U.S. Navy's Southwest Regional Maintenance Center (SWRMC) in San Diego, California.

The Administrative Assistant performs a broad range of administrative support functions requiring sound judgment, organization, attention to detail, confidentiality, and the ability to work independently within established Government and contract procedures.

The position supports the coordination and maintenance of correspondence, personnel and administrative records, schedules, office information, reports, supplies, equipment, and other administrative activities necessary to support assigned SWRMC personnel and operations.

 

Key Responsibilities

  • Provide day-to-day administrative and office support to designated SWRMC military staff, leadership, and departmental personnel.

  • Receive, review, organize, route, and maintain incoming and outgoing correspondence, memoranda, submissions, reports, email, mail, and other administrative documentation.

  • Review incoming administrative materials to determine appropriate routing, distribution, follow-up, or required action in accordance with established procedures.

  • Prepare, edit, and maintain routine correspondence, memoranda, reports, instructions, forms, briefing materials, and other administrative documents using Microsoft Office and Government-approved applications.

  • Maintain administrative, personnel, office, and other authorized Government records, files, logs, and tracking systems in accordance with established procedures.

  • Support the maintenance and coordination of personnel-related administrative records and information within the scope of the assigned position.

  • Answer telephone calls, route calls and messages, respond to routine inquiries, and direct requests to appropriate SWRMC personnel.

  • Greet and assist visitors professionally and coordinate contact with appropriate departmental personnel.

  • Coordinate schedules, appointments, meetings, and other administrative activities as assigned.

  • Attend meetings, as required, and provide appropriate administrative or records support associated with assigned responsibilities.

  • Enter, update, retrieve, and maintain information using authorized Government databases, personnel systems, spreadsheets, and tracking tools.

  • Perform supply and equipment tracking and inventory-management functions using approved Navy systems and established procedures.

  • Track and maintain assigned office property, equipment, keys, logs, and related accountability records, including golf cart keys and associated logs where applicable.

  • Assist with the preparation and organization of presentation materials, briefing charts, reports, and other administrative materials as required.

  • Conduct routine research and compile information necessary to support assigned administrative projects, reports, or office requirements.

  • Maintain appropriate confidentiality and safeguard personnel, Government, and other sensitive information in accordance with applicable requirements.

  • Coordinate with SWRMC personnel to obtain information, resolve routine administrative issues, and support timely completion of assigned administrative requirements.

  • Perform other Administrative Assistant duties within the applicable SCLS classification and contract requirements, as assigned.

 

Minimum Qualifications

  • Active SECRET security clearance at the time of hire and ability to maintain the required clearance throughout employment.

  • Ability to successfully obtain and maintain a Common Access Card (CAC) and all required Government installation, facility, network, and system access. MORA will coordinate the applicable CAC sponsorship process for the selected candidate.

  • High school diploma, GED, or equivalent.

  • Minimum of one (1) year of relevant administrative, office-support, military, Government, or comparable professional experience.

  • Proficiency with Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook.

  • Ability to prepare, review, organize, and maintain administrative correspondence, records, reports, and other office documentation.

  • Ability to maintain accurate records, logs, files, and tracking information.

  • Ability to handle confidential or sensitive information appropriately and comply with applicable Government information-handling and records-management requirements.

  • Strong written and verbal communication skills.

  • Strong organizational, customer-service, and time-management skills.

  • Ability to work independently, exercise appropriate judgment within established procedures, manage competing priorities, and meet deadlines.

 

Preferred Qualifications

  • Prior administrative-support experience within the U.S. Navy, Department of War (DoW)/Department of Defense (DoD), or another federal Government organization.

  • Experience supporting military personnel, Command leadership, or Government office operations.

  • Familiarity with Navy administrative procedures, correspondence, personnel records, and office-management practices.

  • Working knowledge of applicable Navy or Government personnel systems, such as NSIPS, MMPA, TOPS, DCPDS, or other systems relevant to the assigned work.

  • Experience maintaining personnel records, administrative files, office records, supply or equipment inventories, or accountability logs.

  • Experience preparing reports, correspondence, instructions, briefing materials, or presentations.

  • Experience supporting a Navy shipyard, maintenance, engineering, technical, logistics, or operational environment.

  • Familiarity with Government records-management, privacy, security, and information-handling requirements.

Independent Judgment: Exercises appropriate judgment in handling routine administrative matters, routing information, resolving routine issues, and completing assigned work within established procedures.

Confidentiality and Information Management: Appropriately handles personnel, Government, and other sensitive information and maintains required document and records controls.

 

Work Environment & Physical Requirements

  • Full-time, 100% onsite position at the Southwest Regional Maintenance Center (SWRMC) in San Diego, California.

  • Regular work schedule is Monday through Friday, 6:30 a.m. to 3:00 p.m., subject to mission, customer, and contract requirements.

  • Work is primarily performed in a professional Government office environment.

  • Duties require regular use of computers, telephones, Government information systems, Microsoft Office applications, and other authorized office equipment.

  • The position requires the ability to sit, stand, walk, and operate standard office equipment during the workday.

  • The position may require occasional lifting or movement of files, office supplies, or boxes weighing up to approximately 25 pounds.

  • Occasional overtime may be required based on mission needs and contract requirements. Any overtime must be authorized in accordance with Company and contract procedures and will be compensated in accordance with applicable law and contract requirements.

 

Security and Government Access Requirements

  • Applicants must possess an active SECRET security clearance at the time of hire and must maintain the required security clearance throughout employment.

  • This position requires a Common Access Card (CAC). MORA will coordinate the applicable sponsorship process for eligible employees; applicants are not required to possess a CAC at the time of application.

  • The selected candidate must successfully complete all Government requirements necessary for CAC issuance and maintain the CAC throughout the assignment.

  • Employment and continued assignment are contingent upon maintaining all Government-required security eligibility, credentials, access authorizations, and customer requirements applicable to the position.

  • Employees must comply with applicable Government security, information-protection, cybersecurity, privacy, Operations Security (OPSEC), and records-management requirements.

  • Employees must complete and maintain all Government- and Company-required security, access, cybersecurity, and other mandatory training applicable to the assignment.

  • Loss, suspension, denial, or inability to maintain a required security clearance, CAC, installation access, or other Government-required credential or access may affect the employee's ability to perform the essential requirements of the assigned position.

 

Compensation & Benefits

This position is covered under the Service Contract Labor Standards (SCLS) and the current U.S. Department of Labor Wage Determination applicable to the position and work location.

Hourly wage: $39.73 per hour

Health & Welfare (H&W): $5.09 per hour, provided in accordance with the applicable Wage Determination and contract requirements.

Holiday and vacation benefits: Provided in accordance with the applicable Wage Determination and Company policy.

Paid Sick Leave – Executive Order 13706: Eligible employees working on or in connection with this covered federal contract accrue paid sick leave in accordance with Executive Order 13706 and applicable implementing regulations. Paid sick leave accrues at a rate of one (1) hour for every 30 hours worked on or in connection with the covered contract, up to 56 hours, subject to applicable law and Company policy.

Overtime: Compensated in accordance with applicable federal and California law and contract requirements.
