Service Contract Labor Standards (SCLS)

This position is covered by the Service Contract Labor Standards (SCLS) and is classified as 01020- Administrative Assistant.

Base wages and Health & Welfare (H&W), holiday, and vacation benefits will meet or exceed the requirements of the current U.S. Department of Labor Wage Determination applicable to this position and work location. Compensation and applicable SCLS benefits are subject to the governing Wage Determination and may be adjusted in accordance with Department of Labor or contract updates.

 

Position Overview

MORA Consultants, LLC is seeking a qualified Administrative Assistant to provide direct administrative, executive, and front-office support to Command Leadership at the Naval Air Warfare Center Aircraft Division (NAWCAD), Naval Air Systems Command (NAVAIR), in Lakehurst, New Jersey.

The Administrative Assistant performs a broad range of secretarial, administrative, executive-support, and office-management functions supporting daily command operations. Responsibilities include maintaining files and records; receiving and routing telephone calls, visitors, and communications; managing executive calendars and schedules; coordinating meetings and official travel; tracking correspondence, action items, and suspense requirements; and preparing briefing charts, presentations, and other administrative materials. The position may also independently complete projects requiring research, coordination, and preparation of supporting documentation.

The successful candidate must be able to work independently with minimal supervision, exercise sound judgment and discretion, manage competing priorities and time-sensitive requirements, and maintain a consistently professional demeanor and standard of communication in all written, verbal, electronic, and in-person interactions with Command Leadership, military and civilian Government personnel, contractors, visitors, and other stakeholders.

Because this position directly supports Command Leadership within the NAWCAD/NAVAIR military environment, the successful candidate must possess demonstrated prior experience providing administrative support within a military command, Department of War (DoW) organization, or comparable federal Government environment. Candidates must demonstrate the ability to effectively operate within military and Government organizational structures, protocols, terminology, administrative processes, and professional expectations associated with supporting Command Leadership.

 

Key Responsibilities

  • Provide direct administrative, executive, and front-office support to Command Leadership and other designated personnel within the NAWCAD/NAVAIR environment.

  • Manage and coordinate executive calendars, appointments, meetings, conferences, command events, and other activities for Command Leadership, including prioritizing high-priority meeting requests, resolving scheduling conflicts, adjusting daily agendas, and coordinating changes with affected personnel.

  • Receive and screen visitors, telephone calls, email inquiries, and other communications directed to the executive/front office; identify urgent or time-sensitive matters and appropriately route inquiries and information to Command Leadership or other responsible personnel.

  • Coordinate meeting and conference logistics, including scheduling, participant coordination, conference-room arrangements, audiovisual/technology setup, and preparation and availability of required briefing materials, presentations, and supporting documentation.

  • When requested, attend meetings to take notes, prepare meeting minutes, document action items, and assist with follow-up and suspense tracking.

  • Maintain office files, records, correspondence, and subject-matter documentation in accordance with established Government and command procedures.

  • Establish and maintain automated and manual tracking systems, logs, records, and administrative controls using Microsoft Office applications and applicable Government systems.

  • Review incoming correspondence and documentation for completeness, suspense dates, required actions, routing requirements, and proper distribution.

  • Monitor command correspondence, taskers, action items, and suspense deadlines and follow up with responsible personnel to support timely completion.

  • Prepare, review, format, route, and track outgoing correspondence for accuracy, spelling, grammar, proper formatting, and compliance with established command and administrative procedures.

  • Provide routine administrative information and status updates regarding reports, correspondence, action items, taskers, and suspense requirements.

  • Make official travel arrangements; prepare travel authorizations and supporting documentation; coordinate itineraries; submit travel vouchers; and assist with other travel-related administrative requirements using applicable Government travel systems.

  • Independently complete administrative projects requiring research and the preparation of briefing charts, presentations, reports, and other supporting materials.

  • Exercise discretion when handling sensitive or controlled information and determine the appropriateness of releasing information based on applicable guidance and authority.

  • Interpret and apply established Government, command, and office administrative procedures, policies, and practices to resolve routine and non-routine matters.

  • Utilize judgment, initiative, and problem-solving skills to address administrative challenges and support efficient front-office and command operations.

  • Professionally coordinate with Command Leadership, military personnel, civilian Government employees, contractors, visitors, and other internal and external stakeholders.

  • Perform other administrative support duties as assigned in support of command and mission requirements.

 

Minimum Qualifications

  • Active SECRET security clearance.

  • High school diploma or equivalent.

  • Minimum of three (3) years of progressively responsible administrative support experience in a professional office environment, including demonstrated prior experience providing administrative support within a military command, Department of War (DoW) organization, or comparable federal Government environment.

  • Proficiency with Microsoft Office Suite, including Word, Excel, Outlook, PowerPoint, and Teams.

  • Demonstrated experience managing executive calendars, scheduling meetings, maintaining records, coordinating administrative actions, and tracking deadlines or suspense requirements.

  • Strong written and verbal communication skills, including the ability to prepare and review professional correspondence and communicate effectively with senior personnel.

  • Demonstrated professional judgment, discretion, and interpersonal skills, with the ability to maintain a consistently professional demeanor and communicate appropriately and respectfully in all written, verbal, electronic, and in-person interactions.

  • Excellent organizational skills and attention to detail.

  • Ability to work independently, exercise sound judgment, and manage multiple competing priorities with minimal supervision.

  • Ability to professionally interact with Command Leadership, senior military and civilian Government personnel, contractors, visitors, and other stakeholders.

  • Ability to effectively operate within a structured military/Government environment and comply with applicable command protocols, administrative procedures, security requirements, and professional expectations.

  • Must meet eligibility requirements for a Common Access Card (CAC), installation access, and logical access to applicable Government networks and systems.

 

Preferred Qualifications

  • Prior administrative support experience specifically within a Navy, NAVAIR/NAWCAD, or comparable military command-level or executive/front-office environment.

  • Experience directly supporting Command Leadership, senior military personnel, senior Government officials, executive leadership, or comparable senior management.

  • Familiarity with military command structure, protocol, terminology, and administrative workflows.

  • Experience managing command correspondence, taskers, action items, suspense dates, routing packages, executive calendars, and front-office administrative requirements.

  • Experience preparing, reviewing, formatting, routing, and tracking Navy, military, or federal Government correspondence in accordance with established procedures.

  • Familiarity with the Defense Travel System (DTS), including travel authorizations, voucher processing, itineraries, and supporting documentation.

  • Experience coordinating official travel for military, civilian Government, or command personnel.

  • Previous experience working with a CAC and NMCI or comparable Government network environment.

  • Familiarity with Controlled Unclassified Information (CUI) handling requirements, including DoDI 5200.48.

  • Demonstrated ability to operate effectively in a high-tempo military or Government front-office environment while exercising discretion and managing competing priorities and suspense requirements.

 

Work Environment

  • Schedule: Full-Time, 100% Onsite

  • This position is performed onsite at NAWCAD Lakehurst, NJ.

  • Government-furnished workspace, NMCI workstation access, and administrative supplies will be provided.

  • Work assignments are performed in accordance with applicable contract requirements, Government procedures, and the duties associated with the Administrative Assistant labor classification.

  • Duties require regular use of computers, Government information systems, Microsoft Office applications, and other authorized software and equipment.

  • Occasional overtime may be required based on mission needs and contract requirements. Overtime will be compensated in accordance with applicable contract provisions, the Fair Labor Standards Act (FLSA), and Service Contract Labor Standards requirements.

 

Security and Compliance Requirements

  • Applicants must possess an active SECRET security clearance at the time of hire and must maintain the required clearance throughout employment.

  • This position requires a Common Access Card (CAC). Applicants are not required to possess a CAC at the time of application. MORA will coordinate the applicable sponsorship process for eligible employees; however, the selected candidate must successfully complete all Government requirements necessary to obtain and maintain the CAC and other required installation, network, system, and access credentials throughout the assignment.

  • Employees must sign any required Non-Disclosure Agreement (NDA) and comply with all applicable Government security, information-protection, cybersecurity, privacy, Operations Security (OPSEC), and records-management requirements.

  • Employees must complete and maintain all Government- and Company-required security, access, cybersecurity, and other mandatory training applicable to the assignment, including:

    • Annual Anti-Terrorism/Force Protection (AT/FP) training in accordance with applicable Government requirements.

    • OPSEC training in accordance with applicable Government requirements prior to assignment.

  • Employment and continued assignment are contingent upon maintaining all Government-required security eligibility, credentials, access authorizations, training, and customer requirements applicable to the position.

  • Loss, suspension, denial, or inability to obtain or maintain a required security clearance, CAC, installation access, credential, or other Government-required authorization may affect the employee's ability to perform the essential requirements of the assigned position.

 

Compensation & Benefits

This position is covered under the Service Contract Labor Standards (SCLS) and the applicable U.S. Department of Labor Wage Determination applicable to the position and work location.

Hourly wage: $40.03 per hour

Health & Welfare (H&W): $5.09 per hour, provided in accordance with the applicable Wage Determination and contract requirements.

Holiday and vacation benefits: Provided in accordance with the applicable Wage Determination and Company policy.

Overtime: Eligible overtime will be compensated in accordance with applicable federal law, the Wage Determination, and contract requirements.

Paid Sick Leave – Executive Order 13706: Eligible employees working on or in connection with this covered federal contract accrue paid sick leave in accordance with Executive Order 13706 and applicable implementing regulations. Paid sick leave accrues at a rate of one (1) hour for every 30 hours worked on or in connection with the covered contract, up to 56 hours, subject to applicable law and Company policy.
