Description

Mora Consultants LLC is seeking a qualified Computer Specialist/Operator II to support the Naval Information Warfare Center Pacific (NIWC Pacific), Command Administrative Services, Code 8.3.4 in San Diego, CA. This position provides direct operational support to the NIWC Pacific Message Center, ensuring accurate and timely transmission and receipt of classified and unclassified Naval messages in support of critical command operations. The period of performance includes a base year with four one-year option periods.


Key Responsibilities

Naval Message Operations

  • Operate and maintain the NIWC Pacific Message Center Defense Messaging System (DMS) and Defense Message Dissemination System (DMDS) Profiler.

  • Process incoming and outgoing classified and unclassified Naval messages via electronic delivery systems.

  • Prepare routine and special category (SPECAT) messages including NATO and Limited Distribution (LIMDIS) information.

  • Deliver Naval messages to authorized recipients including NAVWAR, PEO Digital, PEO MLB, NHRC, PEO C4I, MSSPO, PEO SPASYS, JPEO JTRS, and NIWC Pacific Detachment Groups.

  • Generate monthly delivery statistics reports for all incoming and outgoing message traffic.

  • Provide Naval messaging support to all authorized Command personnel during daily operations, including evenings, nights, weekends, and holidays as required.

System Administration and Maintenance

  • Maintain, troubleshoot, and operate the NIWC Pacific Message Center system and DMDS Profiler software and database.

  • Implement and monitor network security tools including firewalls, anti-virus software, and intrusion detection services.

  • Track, test, and implement all messages; maintain the profiler database for additions, deletions, and modifications to ensure accurate and timely delivery.

  • Coordinate with the Government to develop and maintain Message Center Standard Operating Procedures (SOPs).

Continuity of Operations (COOP)

  • Coordinate with NIWC Atlantic Message Center to ensure continuous Naval message support during COOP events.

  • Maintain proper procedures and necessary files to support no-notice or short-notice COOP transitions to or from NIWC Atlantic.

Required Qualifications

  • Active SECRET security clearance

  • Experience operating Defense Messaging Systems (DMS) or equivalent military messaging platforms.

  • Familiarity with naval message formats, routing procedures, and special handling categories (SPECAT, NATO, LIMDIS).

  • Working knowledge of network security tools including firewalls, anti-virus, and intrusion detection systems.

  • Ability to work non-standard hours including evenings, nights, weekends, and holidays as mission requires.

  • Must be NATO briefed or able to obtain NATO briefing prior to start.

  • CAC eligibility required for base access and logical access to unclassified government networks.

Preferred Qualifications

 

  • Prior experience supporting NIWC Pacific, NAVWAR, or similar Navy command environments.

  • Familiarity with DMDS Profiler software and database management.

  • Experience with SIPRNET access and communications security (COMSEC) handling procedures.

  • Knowledge of Controlled Unclassified Information (CUI) handling requirements per DoDI 5200.48.

  • Experience in preparing and delivering Naval message statistics and operational reports.

Security and Compliance Requirements

  • Must maintain an active SECRET clearance for the duration of the contract.

  • Required to sign a non-disclosure agreement (NDA) and comply with DD Form 254 requirements.

  • Must complete annual Anti-Terrorism/Force Protection (AT/FP) training per DoDI O-2000.16.

  • Must complete OPSEC training in accordance with DoD 5205.02-M prior to assignment.

  • Required to comply with NISPOM 32 CFR Part 117 contractor reporting requirements including SEAD 3 reporting obligations.

  • Must complete derivative classification training prior to being granted SIPRNET access.

Work Environment

  • Schedule: 100% onsite

  • This position is performed on-site at NIWC Pacific Government facilities in San Diego, CA. NMCI workstations, desk space, and administrative supplies will be provided by the Government. Contractor personnel must obtain a CAC for base access. Occasional overtime may be required per FAR 52.222-2.

Compensation & Benefits


This position is covered under the Service Contract Act (SCA) for San Diego, CA.

  • Hourly wage: $27.12 to $38.13 per hour (based on experience)

  • Health & Welfare (H&W) benefits provided in accordance with the applicable Wage Determination

  • Holiday and vacation benefits as specified by the Wage Determination

  • Overtime in accordance with FLSA and SCA requirements
