Description

This position involves managing sensitive and classified materials, performing material destruction in accordance with Department of Defense (DoD) and Department of the Navy (DoN) security regulations, handling mail operations, maintaining accountability, and operating in secure environments. The role requires adherence to strict security protocols, attention to detail, and the ability to perform physical duties associated with mail handling and destruction operations.


Key Responsibilities


Classified Material Control

  • Maintain accurate electronic and hard-copy entries within the Document Control System (DCS) database.

  • Assign material identification numbers to custodians and coordinate control of classified holdings.

  • Conduct annual inventories of classified material, barcode classified items, and verify accountability.

  • Track, control, and process classified and unclassified documents for proper disposition per DoD and DoN guidance.

  • Prepare classified materials for shipment, ensuring compliance with DoD, DoN, and NIWC Pacific regulations.

  • Support handling and accountability of NATO and other sensitive program materials.

  • Prepare, review, and submit reports, records, and directives related to classified material management.

Material Destruction

  • Maintain detailed logs of materials scheduled for destruction and ensure proper tracking.

  • Process classified and unclassified sensitive materials for destruction in accordance with DoD and Navy security regulations.

  • Update records in the DCS database following destruction of materials.

  • Perform routine preventative maintenance on shredding and destruction equipment.

  • Destroy hard drives, optical media, and other storage devices following Navy security guidance.

  • Conduct periodic “spring cleaning” inventories of classified materials in preparation for command inspections.

Mail Services Operations

  • Support daily mail operations, including incoming and outgoing classified and unclassified mail.

  • Process internal mail distribution for NIWC Pacific personnel efficiently and securely.

  • Manage special service mail and Commanding Officer (CO) correspondence.

  • Distribute and collect mail in accordance with USPS, DoD, and DoN regulations.

  • Maintain accurate mail stop records and coordinate updates as required.

  • Prepare and maintain required documentation such as DD Form 285 for mail clerks.

  • Provide guidance to personnel regarding mail procedures and proper handling of official correspondence.

  • Prepare monthly mail analysis reports, including volume and cost tracking.

  • Maintain Mail Center Standard Operating Procedures and associated documentation.

  • Support secure transportation of official documents, passports, and sensitive correspondence between NAVWAR and NIWC Pacific facilities.

Required Qualifications

  • Active SECRET security clearance (required and must be maintained).

  • Ability to lift and carry 35 pounds or more regularly.

  • Ability to perform physical tasks in environments involving dust, paper shredding, and other destruction operations.

  • Comfort operating shredding and mail-handling equipment, performing mail runs, and transporting materials.

  • Ability to follow strict security procedures and maintain accountability of classified and sensitive materials.

  • Strong organizational skills, attention to detail, and ability to work independently while meeting deadlines.

  • Experience adhering to federal, DoD, and Navy policies regarding classified material handling and mail operations.

  • Valid driver’s license and ability to operate government or company vehicles as required for mail delivery or official transport

Preferred Qualifications

 

  • Experience supporting DoD, Navy, or federal security programs.

  • Experience with classified document control systems, records management, or secure filing systems.

  • Prior work in mailroom operations, logistics support, or secure environments.

  • Familiarity with DoD/Navy regulations for classified material destruction, handling, and shipping.

Work Environment

  • Secure government facilities requiring adherence to DoD and DoN security procedures.

  • Exposure to dust and debris from document destruction operations.

  • Physically active environment, including lifting, sorting, transporting materials, and operating mail routes, and performing mail runs.

  • May require handling heavy containers of classified documents, storage media, or mail equipment.

  • Occasional operation of government vehicles for mail delivery, secure document transport, or official errands; valid driver’s license required.

  • Work may involve standing, walking, and carrying materials for extended periods, consistent with SCA physical requirements.

Compensation & Benefits


This position is covered under the Service Contract Act (SCA) for San Diego, CA.

  • Hourly wage: $23.30 per hour

  • Health & Welfare (H&W) benefits provided in accordance with the applicable Wage Determination

  • Holiday and vacation benefits as specified by the Wage Determination

  • Overtime in accordance with FLSA and SCA requirements
