Service Contract Labor Standards (SCLS)
This position is covered by the Service Contract Labor Standards (SCLS) and is classified as 01113 – General Clerk III.
Base wages and Health & Welfare (H&W), holiday, and vacation benefits will meet or exceed the requirements of the current U.S. Department of Labor Wage Determination applicable to this position and work location. Compensation and applicable SCLS benefits are subject to the governing Wage Determination and may be adjusted in accordance with Department of Labor or contract updates.
Position Overview
MORA Consultants, LLC is seeking a qualified General Clerk III to provide administrative, clerical, records, coordination, and operational support to the Naval Air Warfare Center Aircraft Division (NAWCAD), Naval Air Systems Command (NAVAIR), in Lakehurst, New Jersey.
The General Clerk III performs assignments involving multiple steps that vary in nature and sequence and require the application of subject-matter knowledge, judgment, and established administrative procedures. The position independently selects from appropriate alternative methods to complete assigned work and refers matters that cannot be resolved through the application or interpretation of established guides, manuals, procedures, or other available resources.
Responsibilities include assisting with a variety of administrative matters; maintaining and updating electronic and manual records; reviewing reports, records, and documentation for accuracy and completeness; compiling and organizing information; preparing, processing, routing, and tracking correspondence and other documentation; responding to and appropriately routing administrative inquiries or concerns; and performing other clerical and Common Support functions associated with daily command operations.
The successful candidate must be able to work independently with minimal supervision, exercise sound judgment within established procedures, manage multiple assignments and time-sensitive requirements, and maintain a consistently professional demeanor and standard of communication in all written, verbal, electronic, and in-person interactions with military and civilian Government personnel, contractors, visitors, and other stakeholders.
Because this position operates within the NAWCAD/NAVAIR military environment, the successful candidate must possess demonstrated prior experience providing administrative or clerical support within a military command, Department of War (DoW) organization, or comparable federal Government environment. Candidates must demonstrate the ability to effectively operate within military and Government organizational structures, protocols, terminology, administrative processes, and professional expectations.
The General Clerk III may be cross-trained in additional clerical, administrative, and Common Support functions to provide continuity of operations and respond to evolving mission requirements. Cross-training and work assignments must remain consistent with applicable contract requirements and the duties associated with the General Clerk III labor classification.
Key Responsibilities

Provide comprehensive administrative and clerical support to Command Leadership, supervisors, employees, and designated departments, including cross-trained Common Support Requirements and shared command-support functions consistent with the assigned labor classification.

Prepare, review, format, coordinate, route, and track official correspondence and technical documentation, including letters, Quality Deficiency Reports (QDRs), Quality Assurance Letters of Investigation (QALIs), technical manuals, and other documentation requiring review, coordination, routing, or signature.

Coordinate interviews, meetings, conference rooms, and collaboration activities, including candidate scheduling, interview materials, meeting logistics, and Secure Video Teleconference (SVTC) setup and support.

Maintain organizational and administrative resources, including organizational charts, telephone directories, email distribution lists, training records, files, logs, and other command records.

Plan and support official events, ceremonies, VIP visits, conferences, symposiums, retirements, and other command functions, including scheduling, logistics, setup, breakdown, rehearsal, and protocol support.

Provide administrative support for Naval Messaging, SIPR access coordination, and other Government communication or access functions, consistent with assigned duties, required security clearance, system access, and Government procedures.

Provide file-room, records-management, and Engineering Data Entry support, including maintaining and retrieving contract files and processing REI, TDR, 339s, and other applicable engineering documentation in authorized Government systems.

Coordinate office-space and facilities-support activities, including office assignments, floor plans, workspace updates, office relocations, NMCI telephone moves, and related administrative actions.

Support office equipment and supply requirements, including printer administration, service requests, maintenance tracking, office supplies, inventory, and receipt or delivery of materials.

Coordinate employee administrative-support activities, including training requests, Safety Shoe Reimbursements, plaques, pucks, recognition items, and related programs and records.

Establish and maintain automated and manual tracking systems, logs, records, and administrative controls using Microsoft Office applications and applicable Government systems.

Review reports, records, and incoming documentation for accuracy and completeness, required actions, routing requirements, suspense dates, and proper distribution.

Monitor assigned administrative actions, correspondence, and suspense requirements and follow up with responsible personnel to support timely completion.

Perform administrative and logistical coordination using Government-approved systems and established Navy/DoW procedures while maintaining accuracy, responsiveness, and appropriate handling of Government information.

Exercise discretion and sound judgment when handling sensitive or controlled information in accordance with applicable Government requirements.

Professionally coordinate with Command Leadership, military personnel, civilian Government employees, contractors, visitors, and other internal and external stakeholders.

Receive, respond to, and appropriately route administrative inquiries, requests, concerns, or routine issues in accordance with established procedures and assigned authority.

Cross-train in additional administrative and Common Support functions to provide continuity of support and respond to evolving mission requirements, consistent with applicable contract requirements and the assigned labor classification.

Perform other administrative and clerical duties as assigned in support of NAWCAD mission requirements.
Minimum Qualifications

Active SECRET security clearance.

High school diploma, GED, or equivalent.

Minimum of three (3) years of progressively responsible administrative or clerical support experience in a professional office environment, including demonstrated prior experience providing administrative or clerical support within a military command, Department of War (DoW) organization, or comparable federal Government environment.

Proficiency with Microsoft Office Suite, including Word, Excel, Outlook, PowerPoint, and Teams.

Demonstrated experience maintaining records, preparing or processing correspondence and documentation, coordinating administrative actions, and tracking deadlines or suspense requirements.

Strong written and verbal communication skills, including the ability to prepare and review professional correspondence and communicate effectively with Government and organizational personnel.

Demonstrated professional judgment, discretion, and interpersonal skills, with the ability to maintain a consistently professional demeanor and communicate appropriately and respectfully in all written, verbal, electronic, and in-person interactions.

Excellent organizational skills and attention to detail.

Ability to work independently, exercise sound judgment, and manage multiple competing priorities with minimal supervision.

Must meet eligibility requirements for a Common Access Card (CAC), installation access, and logical access to applicable Government networks and systems.
Preferred Qualifications

Prior administrative or clerical support experience specifically within a Navy, NAVAIR/NAWCAD, or comparable military command environment.

Experience providing administrative or clerical support to command staff, supervisors, senior personnel, or organizational leadership.

Knowledge of Government correspondence standards and administrative processes.

Experience preparing, reviewing, or coordinating naval, military, or Government correspondence in accordance with established formatting and routing requirements.

Experience supporting secure or controlled Government communications, collaboration, records, engineering documentation, or data-entry functions.

Experience with Navy administrative systems, Naval Messaging, SVTC coordination, engineering data documentation, technical publications, or similar command support functions.

Familiarity with the Defense Travel System (DTS), including travel authorizations, voucher processing, and travel-related administrative support.

Familiarity with Controlled Unclassified Information (CUI) handling requirements in accordance with DoDI 5200.48.

Experience coordinating official travel and processing travel-related documentation.

Experience working in a fast-paced Department of War (DoW) administrative environment.
Work Environment

Schedule: Full-Time, 100% Onsite

This position is performed onsite at NAWCAD Lakehurst, NJ.

Government-furnished workspace, NMCI workstation access, and administrative resources will be provided.

Work assignments are performed in accordance with applicable contract requirements, Government procedures, and the duties associated with the General Clerk III labor classification.

Work assignments may include cross-training and support across multiple administrative or Common Support functions based on command and mission requirements and consistent with the assigned labor classification.

Duties require regular use of computers, Government information systems, Microsoft Office applications, and other authorized software and equipment.

Occasional overtime may be required based on mission needs and contract requirements. Overtime will be compensated in accordance with applicable contract provisions, the Fair Labor Standards Act (FLSA), and Service Contract Labor Standards requirements.
Security and Compliance Requirements

Applicants must possess an active SECRET security clearance at the time of hire and must maintain the required clearance throughout employment.

This position requires a Common Access Card (CAC). Applicants are not required to possess a CAC at the time of application. MORA will coordinate the applicable sponsorship process for eligible employees; however, the selected candidate must successfully complete all Government requirements necessary to obtain and maintain the CAC and other required installation, network, system, and access credentials throughout the assignment.

OPSEC training in accordance with applicable Government requirements prior to assignment.

Compensation & Benefits
This position is covered under the Service Contract Labor Standards (SCLS) and the applicable U.S. Department of Labor Wage Determination applicable to the position and work location.
Hourly wage: $22.72 per hour
Health & Welfare (H&W): $5.09 per hour, provided in accordance with the applicable Wage Determination and contract requirements.
Holiday and vacation benefits: Provided in accordance with the applicable Wage Determination and Company policy.
Overtime: Eligible overtime will be compensated in accordance with applicable federal law, the Wage Determination, and contract requirements.
Paid Sick Leave – Executive Order 13706: Eligible employees working on or in connection with this covered federal contract accrue paid sick leave in accordance with Executive Order 13706 and applicable implementing regulations. Paid sick leave accrues at a rate of one (1) hour for every 30 hours worked on or in connection with the covered contract, up to 56 hours, subject to applicable law and Company policy.
