Description

Mora Consultants LLC is seeking an experienced MESF Project Manager to serve as the primary technical and managerial interface for a Seaport-NxG FFP contract supporting Maritime Expeditionary Security Group ONE (MESG ONE) N7 Force Generation. This is a Key Personnel position; the selected candidate must be identified in the proposal by name with a resume. The PM serves as the single point of contact between the contractor and the Government Contracting Officer and COR, and is responsible for full performance across all PWS task areas.
Responsibilities

​Serve as the primary point of contact for the KO, COR, and MESG ONE N7 leadership.

Ensure all contractor personnel maintain required clearances, qualifications, and certifications throughout the contract.

Author and deliver Monthly Status Reports no later than the 15th of each month.

Prepare and present Quarterly In-Progress Reviews to O-6 level leadership.

Author semi-annual Report of Findings on training and readiness warfighting effectiveness.

Manage a multidisciplinary team across five objective areas: Learning Standards, Curriculum Development, Exercise Planning, Force Development, and Training Program Management.

Attend and document KO/COR meetings, delivering written minutes within two workdays.

Manage CONUS and OCONUS travel coordination in accordance with the JTR.

Minimum Qualifications:
​
-
Active SECRET clearance at time of proposal submission.
-
At least 3 years of PM experience as a contractor in the past 5 years, OR equivalent experience as a uniformed service member at E-7 to E-9, O-3 to O-5, or W-2 or above.

At least 3 years of recent MESF experience (within past 5 years) as a uniformed service member or government contractor.

Experience in at least two of the five PWS Objective Areas.

At least 15 years of Navy expeditionary operational, training, and readiness experience.

Prior service as a Commanding Officer, Officer in Charge, CVN Department Head, or Senior Level Administrator.

Strong oral and written communication skills for engagement with senior MESF and community of interes leadership.

Bachelor's Degree required.

Desired Qualifications:

​Master's Degree.

Fluency with civilian or governmental AI tools.

PMP certification.

Location: NOLF Imperial Beach, CA CONUS/OCONUS travel required

Salary Range: $110,000 - $140,000 DOE
Contract: N0024426R3107 - MESG ONE Force Generation Professional Support Services
Period of Performance: Base: 1 Sep 2026 - 31 Aug 2027, with four option years
